Just pay your taxes like everyone else. I own several properties that I pay taxes on, and I do not have any kids. It is the cost of doing business.
In terms of percentages, well, it really depends on the county and state where you live. I know in some parts of the country, only very small percentages of property taxes go to public schools, and instead are used for public safety, fire protection, roads, and infrastructure. In California, some homeowners, by law, pay taxes based on home values in 1977. I know for a fact my neighbor pays about 500 dollars yearly property tax while my tax bill is over 10,000. Does that seem fair? So, the tax question is very complicated and it can't be reduced to the question of financing public schools.
I don't think it is fair, but how would that people without children have to pay for people that have children attending the public school system.
You could tell which household had children by their federal income tax returns as each return has all the dependents listed, so it would not be a stretch as to who has children and who don't.
I have no answer about a person losing their house for failure to pay their county taxes. This has been a requirement since I can remember.
