You can get an idea of what to expect from different ISPs in your city by checking the stats at http://www.speedtest.net. This site also lets you measure your upload and download speed.
Last I knew with DSL it depends on how far you are from a hub or central office as to what speed you get.
I don't know everything, but I do know you are doing the right thing by not asking Cable or AT&T. They both have a product to sell and will put their best foot forward. You will have to know what to ask them to get them to tell you anything negative, and they will polish up those answers too.
One thing I can tell you is to stay with cell phones and landlines vs. cable internet phones. I was going to switch to cable phone vs. land line in my local area and I am glad I didn't. My friend and I were talking for 2 or 3 days straight and got disconnected 4 times each day. She finally found out that someone down the block from her has a cable phone and they were having problems with their phones and the cable lines themselves. My landline still works fine.
Come to think of it, that is what i tell everyone about new computer stuff, especially OSes. DON'T be the first one to buy it, let everyone else pay to have the bugs worked out and put up with "whatever" not being stable. Wait for a stable version; you are going to have to pay for it anyway so why not get something that works...
